Center for Hydroinformatics in River Basins
Regional Water Knowledge Hub for Decision Support Systems for River Basin Management

CHIRB/YRCC's Expertise

CHIRB is hosted by the Yellow River Conservancy Commission (YRCC), an agency of the Ministry of Water Resources of the People's Republic of China (PRC) mandated to sustainably manage the PRC's great Yellow River, the mother of all Chinese rivers and the water source upon which the lives of over 100 million people depend. More than 60 years of remarkable achievements in fl ood management, water allocation, watershed rehabilitation, and erosion and pollution control have made YRCC into one of the world's leading knowledge centers for river basin management. Specialized in policy making, institutional management, research, public participation, and the development of new technologies, YRCC has recently implemented the Digital Yellow River Project, an integrated water resource management system comprising hydroinformatics tools such as a geographic information system (GIS) database; a global positioning system (GPS); remote sensing technology; and the best hydrodynamic, sediment transportation, and water quality models available. Through this project, YRCC has developed a range of policies, techniques, and tools for modern river basin management that address the growing and complex nature of today's needs.

CHIRB's Services

As the regional water knowledge hub for hydroinformatics in river basins, CHIRB can help local and regional governments, water sector agencies, communities, and organizations by:

  • Providing technical advisory services and a mechanism for the exchange of scientifi -c and technical information in the fi eld of hydroinformatics
  • Organizing regional and international training courses, symposia, workshops, study tours, and lectures on hydroinformatics and integrated river basin management
  • Advising government agencies on development and conservation policies, regulations, and investments related to river basins
  • Identifying, generating, and exchanging best practices and the most up-to-date information on hydroinformatics through a network of knowledge institutions, experts, and champions
  • Furnishing geological surveys, a GIS-based database, customized information management and decision support systems, and other products
  • Coordinating, executing, and reviewing regional projects for eff ective river basin management that integrate technology and science as well as demographic, economic, and social considerations
  • Training technical personnel from agencies around the region in the use of state-of-the-art hydroinformatics systems
  • Developing a simulation model for water resources systems at the regional, country, and watershed scales that consider future urban-industrial-agricultural water demand and land use scenarios

CHIRB's Knowledge Partners

CHIRB's host organization, YRCC, has several decades' experience working with partners from around the world to address the challenges of sustainable and productive river basin management. As a result, YRCC has developed a broad network of international, regional, and local institutions; agencies; educational establishments; and companies engaged in knowledge generation and knowledge sharing, capacity building, and the provision of water sector services. Every 2 years, the International Yellow River Forum provides a platform where these partners exchange and cooperate to promote integrated river basin management and hydroinformatics in their area and beyond. Interested parties are welcome to join the ranks of the knowledge hub's partners, which include the following:

  • Tsinghua University, PRC
  • Chinese Academy of Sciences, PRC
  • Rijkswaterstaat, the Netherlands
  • UNESCO-IHE Institute for Water Education
  • Deltares (formerly WL | Delft Hydraulics), the Netherlands
  • Danish Hydraulic Institute (DHI), Denmark
  • University of Mississippi, United States
  • International WaterCenter (IWC), Australia
  • Global Water Partnership (GWP)
  • World Wildlife Fund (WWF)
  • Consultative Group on International Agricultural Research (CGIAR)
